Electrical Safety in Industrial Automation: UAE Regulations and Standards Every Engineer Must Know

Working with industrial automation equipment means working with electricity, often at voltages that can cause serious injury or death. Every automation engineer working in the UAE must understand the regulatory landscape, the international standards it is built on, and the safe working practices that sit behind both.

The UAE Regulatory Landscape

Electrical safety in the UAE is governed through a layered structure rather than a single act of legislation. Engineers need to know which layer applies to a given piece of work.

Federal level. The Ministry of Industry and Advanced Technology (MOIAT) and the Emirates Authority for Standardization and Metrology (ESMA, now operating within MOIAT) set national standards and product conformity requirements. The Emirates Conformity Assessment Scheme (ECAS) and the Emirates Quality Mark (EQM) govern how electrical products are placed on the UAE market. Federal labour legislation places a general duty on employers to protect worker health and safety.

Emirate and utility level. This is where most day-to-day automation work is actually regulated. Each distribution utility publishes its own wiring and connection regulations, and compliance is a precondition of getting an installation energised:

  • DEWA (Dubai Electricity and Water Authority) publishes DEWA Regulations for Electrical Installations
  • ADDC and AADC operate under the Abu Dhabi Distribution Code and Abu Dhabi Quality and Conformity Council requirements
  • SEWA, EtihadWE and the northern emirates authorities publish equivalent connection and installation rules

These utility regulations set out earthing arrangements, cable sizing, protective device coordination, and inspection and testing requirements for the installation as connected to the network. They are the practical equivalent of a national wiring regulation, and they are what an inspector will check against.

Free zone and operator standards. Sites in JAFZA, KIZAD, ICAD/Mussafah and similar zones, and major operators such as ADNOC, EGA and Emirates Steel Arkan, layer their own engineering standards and permit-to-work systems on top. On an ADNOC or Aramco project, the client specification is usually the most demanding document in the stack, and it is the one that governs.

The IEC Standards Underneath

Almost all UAE and GCC electrical requirements are derived from or aligned with IEC standards. Knowing the IEC number is more portable across the region than knowing any one utility's clause numbering:

  • IEC 60364 — Low-voltage electrical installations. The parent standard for installation design, earthing, and protection against electric shock
  • IEC 61439 — Low-voltage switchgear and controlgear assemblies. Governs control panel construction, verification, and temperature rise
  • IEC 60204-1 — Electrical equipment of machines. Covers stop categories, EMC, wiring practices, and marking
  • IEC 60947 — Low-voltage switchgear and controlgear devices
  • IEC 60529 — IP ingress protection ratings
  • IEC 60079 / IECEx — Explosive atmospheres, essential in oil, gas and petrochemical work across the region

Safe Isolation Procedures

Before working on any electrical equipment, a safe isolation procedure must be followed:

  • Identify the circuit or equipment to be isolated
  • Isolate using a suitable isolator, circuit breaker, or fuse
  • Lock off using a personal padlock and danger tag (Lock Out Tag Out - LOTO)
  • Prove dead using a voltage indicator that has been tested on a known live source
  • Secure the work area and inform all affected personnel

Control Panel Safety Standards

Automation engineers who design and build control panels must comply with IEC 61439 (low-voltage switchgear and controlgear assemblies). Key considerations include:

  • IP ratings appropriate for the installation environment, with dust ingress the driving factor at most UAE sites
  • Thermal management verified against the actual site ambient, not a default 40 degrees C
  • Cable sizing and derating according to IEC 60364 and the relevant utility regulations, applying the correct ambient temperature correction factor
  • Emergency stop circuits compliant with ISO 13850
  • Arc flash protection and prospective short-circuit current verification for panels fed from high-capacity transformers

Ambient Temperature and Cable Derating

This deserves separate emphasis because it is the most commonly missed item on projects designed to temperate-climate assumptions. Cable current-carrying capacity tables are published against a reference ambient, typically 30 degrees C in air. A cable run through a plant room or an outdoor tray in Abu Dhabi in July may see 50 degrees C or more, and the correction factor at that temperature is substantial. Grouping factors and solar gain on exposed tray runs compound it further. A cable sized on uncorrected tables will run hot, degrade its insulation early, and may nuisance-trip its protective device. Always apply the correction factors from IEC 60364-5-52 against the realistic worst-case ambient for the route.

Machine Safety

Automation engineers must also understand functional safety standards:

  • ISO 13849 (Safety of machinery - Safety-related parts of control systems) defines Performance Levels (PL) from PL a to PL e
  • IEC 62061 defines Safety Integrity Levels (SIL) for machine safety systems
  • IEC 60204-1 covers the electrical equipment of machines including stop categories, EMC, and wiring practices

Risk Assessment

Every automation project should include a thorough risk assessment:

  • Identify hazards associated with the machinery and automation system
  • Assess the risk considering severity, frequency, and probability of occurrence
  • Implement controls following the hierarchy: elimination, substitution, engineering controls, administrative controls, and PPE
  • Document and review the assessment regularly and after any incident

On sites operated by ADNOC, EGA, DEWA and the major EPC contractors, this process is formalised through a permit-to-work system. No isolation, no panel entry and no live testing happens without an approved permit, and the permit issuer is a named competent person. Automation engineers arriving from other markets are often surprised at how strictly this is enforced in the Gulf. Treat the permit system as the primary safety control, not as paperwork.

Heat Stress and the Midday Break

Electrical safety in the UAE cannot be separated from heat management. Working in PPE inside a switchroom or on an outdoor skid during Gulf summer months carries a genuine risk of heat exhaustion, and impaired concentration is itself an electrical safety hazard. The UAE operates a mandatory midday break for outdoor work during the summer period, with the exact dates announced annually by the Ministry of Human Resources and Emiratisation. Plan isolation and commissioning work around it, ensure hydration and shaded rest, and do not schedule demanding live-adjacent work for the hottest part of the day.
